Default Can I shim too much on brakes?

I know there is a recommended limit on too many shims, but I have somewhere between 1-2mm of space (with shims) on my front freeline brakes (2007 Birel). The result is a lot of travel in my brakes.

I'm wondering if any of you have added more then the recommended shims and used a longer bolt to get quicker response from your brakes.
